North Dakota Health Insurance CHAND (Comprehensive Health Association of North Dakota) was created by the North Dakota Legislative Assembly in 1981 and started work in 1982. Its initial goal was to provide comprehensive health insurance benefits to the residents of North Dakota who had been denied health insurance or been given restricted coverage or excessive health premiums due of high-risk pre-existing health problems.

In 1997 the North Dakota Legislative Assembly modified CHAND to comply with federal law, the Health Insurance Portability and Accountability Act of 1996 (HIPAA). Now, in addition to its traditional role of insuring the uninsurable population of North Dakota, the North Dakota Health Insurance CHAND issues, guaranteed major medical contracts to people who are eligible for benefits under HIPAA.

In 2003 the Legislature added language that allows North Dakota Health Insurance CHAND to be utilized as an insurance vehicle for North Dakota residents who qualify for assistance with health premiums through the Federal Trade Adjustment Assistance Reform Act of 2002 or Pension Benefit Guarantee Corporation Assistance. These people are able to receive reimbursement of 65% of their North Dakota Health Insurance health insurance premiums on a monthly pre-tax basis or through a special federal income tax credit at the end of the year.

The North Dakota Health Insurance CHAND Program now offers coverage to four types of qualifying residents: Standard, Health Insurance Portability and Accountability Act (HIPAA), Trade Adjustment Assistance Reform Act of 1996 (TAARA), and Age 65 and Over or Disabled.

An individual is not eligible to participate in the North Dakota Health Insurance CHAND program if:

They are eligible for the state's medical assistance program;
CHAND has paid one million dollars in benefits for the recipient;
They have terminated CHAND coverage within the last twelve;
They are an inmate of a state prison or are resident of a public institution; or,
Their premiums are paid for or reimbursed under any government-sponsored program, government agency, health care provider, non-profit charitable organization, or the individual's.

An estimated 11,000 North Dakota children are not covered by basic health insurance. They are from working families who earn too much to qualify for government-funded programs, yet not enough to pay for private insurance. The North Dakota Health Insurance Caring for Children program makes it possible for these children to receive health, dental and mental health care. It also gives parents the peace of mind knowing their children's health care needs will be met.

The North Dakota Caring for Children program provides primary and preventive health, dental and mental health care services to meet the needs of average children.

Over 3,000 professionals across North Dakota participate in the North Dakota Health Insurance Caring for Children program. As a result, eligible children receive high quality health care at no cost to their families. Participating providers work with member children at a reduced rate. That means that contributions can be stretched beyond normal purchasing power, allowing many more children participate in this North Dakota Health Insurance program.

Most importantly, each child has the opportunity to establish a relationship for ongoing care with a participating North Dakota Health Insurance paediatrician or family physician of the family’s choice. This relationship is an important part of health care that a lot of these children have never had the opportunity to experience before

North Dakota Health Insurance offers a Medicare Supplemental Insurance (also called Med Sup or Medigap insurance) which is a private insurance policy that helps pay health care expenses that Medicare covers only partially or not at all. Medicare supplements can provide coverage for Medicare deductibles, co-insurance amounts and, sometimes even covers expenses that are not eligible under Medicare.
