The Missouri Health Insurance Pool program is administered by the State of Missouri and Anthem Blue Cross, Blue Shield, Blue Cross and Blue Shield of Kansas City. The MHIP program is designed for Missouri residents who, because of high-risk status are unable to obtain other health care coverage, have been terminated from their health care coverage or are being charged more than 150 percent of standard premiums for health care coverage.

The Missouri Health Insurance Pool offers individual health insurance through five major medical plans. Four plans differ only in the amount of the annual deductible and out-of-pocket maximums. The fifth plan is the new high deductible health plan designed for use in conjunction with a health savings account.
The deductibles for Missouri Health Insurance Pool members range from $500 to $5,000 and out-of-pocket maximums range from $2,500 to $5,000. The maximum benefit payable on behalf of any individual during his or her lifetime under any plan or combination of plans the Missouri Health Insurance Pool offers is $1,000,000 for all injuries and illnesses combined.

Missouri Health Insurance HealthNet for Kids (MHK) coverage is designed to provide your children with good quality health insurance. Children may be covered by MHK at no cost, or there may be monthly premiums based size of your family and your income.

There also are Missouri Health Insurance MHK programs for pregnant women and very low-income parents. MHK covered benefits include: doctor visits, prescriptions, hospital stays and other benefits.
FSD caseworkers are required to review your family's income on an annual basis. If they send you a letter, you are required answer promptly. If you don't, your children may lose their MHK coverage and will need to apply again.

Some families must now pay a monthly premium for their Missouri Health Insurance MHK coverage. After you make your initial payment, it is very important to make all payments on time. If you don't, your child may lose their Missouri Health Insurance MHK coverage, and will not be eligible again for six months.

The purpose of the Missouri Health Insurance HealthNet program is to provide medical services to individuals who meet certain eligibility requirements. The main goals of the Missouri Health Insurance HealthNet program are to promote good health, to prevent illness and premature death, to correct or limit disability, to treat illness, and to provide rehabilitation to persons with disabilities. People who are eligible to participate in Missouri Health Insurance HealthNet program will receive a "MO HealthNet Identification Card".

Some persons receive MO HealthNet benefits through a "fee for service" arrangement, while others receive benefits through a managed care plan.

Persons receiving Missouri Health Insurance HealthNet benefits through the fee for service plan have the freedom to select any vendor of needed services. All vendors participating in the program must be enrolled in the MO HealthNet vendor plan in order for benefits to be paid out. Otherwise, the person receiving the services must take full responsibility for the medical expenses incurred. Missouri Health Insurance HealthNet pays only providers of services and does not make direct payments to individuals for their medical care.

People who subscribe the Missouri Health Insurance HealthNet managed care plan must secure all necessary services through a health plan, physician sponsor, or other designated single source of total health care. Missouri Health Insurance HealthNet pays a capitation fee for each person enrolled in a managed care program.
