Hawaii Health Insurance law legislates for several important protections to cover its residents. It also makes it mandatory that all Hawaii Health Insurance plans cover certain health care services.

Hawaii Health Insurance maintains two main Medicaid programs: Hawaii QUEST and Medicaid Fee-For-Service. Medicaid Fee-For-Service is available for residents who are blind, disabled, or over 65 years old. Hawaii QUEST is for all other low-income individuals and families.
If you are eligible for the Hawaii Health Insurance QUEST program, you will be able to choose a medical plan and a dental plan that meets that needs of you and any family members who are in enrolled in the program. All family members are required to join the same medical and dental plan.

Six medical plans are participating in the Hawaii Health Insurance QUEST program: AlohaCare, HMSA, Kaiser Permanente, Kapiolani HealthHawaii, Queen’s Hawaii and StraubCare Quantum. All six plans are active on Oahu, with at least two plans on each Neighbor Island.
There are three dental plans that participate in the Hawaii Health Insurance QUEST Program: AlohaCare, DentiCare and HMSA, all are available across the state and provide emergency dental care for individuals age 21 and older and full dental care for individuals under age 21.
Hawaii Health Insurance offers a Breast and Cervical Cancer Control Program to low-income women who are legally resident in Hawaii. This program gives them access to free screening for breast and cervical cancer. Women who are diagnosed with cancer through this program are eligible for full health insurance coverage through the state's Medicaid program.
Hawaii Health Insurance has a Program of All Inclusive Care for the Elderly (PACE) which is a managed care program that serves Hawaiians who are 55 years of age or older, living in Maui. Individuals must voluntarily opt to use the Hawaii Health Insurance PACE services, which include primary medical care provided by PACE participating doctors.
In most cases, participants in the PACE Adult Day Health program attend a clinic where a number of different services are provided. Some services include: Speech therapy, Occupational and/or physical therapy, Dental services, Audiology, Optometry, Podiatry, Home medical care services and transportation.
To receive services using the Hawaii Health Insurance PACE Program, an individual must be eligible for Medicaid or be able to pay privately, require nursing facility level of care, and also meet other program related requirements.
